landlord making profit on background check fee?

What’s stopping a landlord from making money from the background check fee he/she charges for potential tenants. Can he just keep turning down people by not getting back in contact with them and keep the money. From what I understand there are services that charge only about $29 per year to do as many Background Checks as they want. I think most people have at least something on their record that make them say well I guess that’s why The landlord didn’t call me. I think that’s why they would not accept a background check that you bring yourself even if it’s current. Or maybe I’m wrong if you are not accepted your money will be refunded.

If it’s only about $29 per year, why don’t you hire one of those for yourself and give their number to the landlord and tell them that the fee is already covered. Allow that Company to disclose all info to anyone who calls in your behalf inquiring about you.
